IMPROVING LIFE QUALITY BY PROVIDING ACCESSIBLE SERVICES: RUSSIAN EXPERIENCE
Abstract
At present, the issues related to ensuring and enhancing life quality are receiving very serious consideration. This is especially true with respect to the categories of low-income and vulnerable populations whose quality of life is almost entirely dependent on government social policy. The author of this paper proposed a method that allows determining household expenditures on the purchase of services. As it follows from the theory of Maslow, human needs in intangible goods (services) are represented at all levels of the hierarchy of needs: from physiological to spiritual ones. Therefore, the level of the provision of necessary services should be considered as one of the most important indicators of life quality. The results obtained on the basis of this method can be used in the planning of financial obligations of the state to ensure the minimum necessary set of services for certain categories of people. The paper also examines approaches to financing state provision of socially important public services and mechanisms for the implementation of these approaches in different regions of the Russian Federation.
