THE IMPORTANCE OF URBAN POLICY IN THE PROCESS OF REFORMING PUBLIC ADMINISTRATION

Abstract

Changes in the socio-economic and political environment after 1989, started the process of reform and decentralization of administration. This had a significant impact on the change in the approach to the urban policy formulation. Urban policy in Poland is growing in importance in the implementation of further steps in the process of reforming public administration in Poland. This is widely reflected in the assumptions of strategic documents mainly at the central level of public administration. The hypothesis is based on a premise that urban policy in Poland is a new element in the process of reforming the public administration, which takes into account the increasing role of cities and metropolitan areas. Additionally, the formulation of urban policy plays a crucial role in the EU urban policy. The hypothesis of the paper is also based on the assumption that the planned urban policy represents a new challenge for many local authorities, which in many cases will have difficulty in the proper use of their opportunities and instruments of this policy. Research methods used in the paper are based on the method of system analysis and analysis of statistical data. The paper includes an analysis of foreign and Polish literature related to reforming urban policy and its evolution, OECD Literature, United Nations Literature. The paper also reviews the official source documents in the form of policies at the national level and regional level, as well as the principles and concepts of nation programming. The performed analyses have been made on the basis of on the current literature and source documents, as well as the author's own observations.
