HUMAN ORIENTED REFRAMING OF THE TERRITORIES OF INNOVATIVE SUSTAINABLE DEVELOPMENT SYSTEM MANAGEMENT MODEL
Abstract
The relevance of the presented research is unquestionable in the context of the new challenges, initiated by the growing processes of globalization and spasmodic trends in the world economy development, facing Russian territories. These challenges determine the need for an innovation-oriented modernization of the management system for developing territories, taking into account the reality of cyclicality and the state of the fundamental resource base that can give impulses to positive socio-economic dynamics. The research is aimed at identifying and proposing real ways to create the model of the innovative developing territories system management on the basis of reproduction of its basic, meaningful for all components of innovative trends resource – qualitative human capital. Achieving the research goal required solving such problematic tasks as structural representation of the system of qualitative human capital indicators, justification of the cluster algorithm and tools of system management of territories, development of socio-economic policy strategies that increase the level of conversion of human potential into factors of innovative economic dynamics. Novation of the author's approach, first of all, consists in justifying the necessity and algorithmization of the process of integrating the author's toolkit of cluster structured management into the system of managing the territories of innovative and sustainable development. The spatial heterogeneity of strategies for the human potential reproduction, revealed on the basis of clustering of the Russian Federation regions in terms of the innovative activity of economic development subjects, makes it possible to strengthen the scientific and instrumental component of the system of managing innovation-sustainable development of the territory in dynamic and contradictory environmental conditions. The results of the approbation make it possible to recommend the author's algorithm and tools, which not only simplify the process of forming a strategic portfolio of system management of innovation-sustainable development territories on the basis of human potential reproduction, but also predict the contribution of various economic strategies to the innovative effect, for application in the development of long-term socio-economic policy.
