NOISE SOCIAL COSTS FROM THE ROAD TRANSPORT
Abstract
Noise from road transport is understand like a negative phenomenon which affects human health and causes them physical and mental harm. A part of road projects efficiency evaluation should be quantification and monetization of negative impacts from the road transport. At present, the handbook of Cost benefit analysis (CBA) is used for quantification and monetization negative impacts of noise in Slovakia. The handbook has some deficiencies and do not take account character of noise, like a type of road surface, barriers, etc. The one of significant aspect, which is not part of road economic evaluation in terms of the noise, is a change the road surfaces noise at time. The morphology of the road surface is changing at time which has a consequence is increasing noise levels in areas near the roads. This fact was determined by measurements on two road sections. The measurements were done by using the Statistical Pass-By method. On the road sections were used different types of asphalt surfaces. From the measurements, which were done over the years, were quantified the Statistical Pass-by Index (SPBI). From quantified values of SPBI were made functions of road surfaces noise evolution at time, for both measured road surfaces.
