RESIDENTIAL BUILDING DEVELOPMENT IN THE CONTEXT OF CREATING SPATIAL ORDER IN SUBURBAN AREAS

Abstract

Dynamic residential building development has observed over the recent years. It is related to increasing wealth of the society and change of the common housing model. The trend of inflow of rural population to cities is reversed, and more and more people search for a place of residence in suburban areas. Individual housing investments are characterised by a great amount of freedom in terms of both form and location. Therefore, the occurring changes lead to uncontrolled sprawl of building development known as “urban sprawl”. Natural open areas with encroaching building development are subject to transformations irreversibly losing their character. The article focuses on the issue of transformation of land under current agricultural use for the purposes of single family housing development. The selected study area covered the outskirts of Warsaw – a fragment of the Bia?o??ka district. In the early 1990’s, the area was entirely under agricultural use. It is currently gradually occupied by individual single family houses, and agriculture almost completely declined here. In spite of the binding local spatial development plan, building development in the area is characterised by a high degree of chaos. The article presents the analysis of provisions of the local spatial development plan in terms of arrangements concerning building development and division into building plots. It analyses building development throughout years and changes occurring in the ownership structure of land. It also refers to problems in the management of investment plots related to their spatial structure, and barriers in the development of infrastructure. The performed research points to insufficient regulation of the rules of allocation of arable land for new functions. Improper spatial management also prevents sustainable development of the areas. The obtained results should provide the basis for detailed analyses at the planning stage in designing changes concerning land use.
