SUPPORTING ENTREPRENEURSHIP THROUGH NATIONAL PROGRAMS. CASE STUDY START-UP NATION ROMANIA

Abstract

Small and medium sized enterprises (SME) have an important role in developing the economies of each country in the world, no matter their domain of activity. In Romania, the number of such enterprises is significantly smaller than in other EU countries, as official Eurostat (2018) statistics prove. In this case, the Romanian authoritiesВ’ decision of supporting the creation of new SMEВ’s through a four-year program is praiseworthy. While the main idea of such a program is to offer the beneficiaries at least a part of the necessary money to start their business, during the first year of implementation, the analyzed program had a series of specific problems that caused delays in both the selection of applications and money reimbursement. The main problems came from the insufficient human resources managing the program and unexpected problems, such as partnerships with banks for loaning the applicants under the guarantees of the program. While the second problem was fixed during the implementation, the first remained. The paper analyzes the official data released by the resort Ministry and offers a glance at the influence of the news regarding the Start-up Nation topic, in order to see if this project was a sustainable one.
