RESTRUCTURING OF SOCIAL SPHERE AS A STRATEGIC GUIDELINE FOR SUSTAINABLE DEVELOPMENT OF URBAN ENVIRONMENT
Abstract
The article overviews cases of modern history of budget sector reforming, stages of restructuring and privatization in social sphere are considered, particularities of each stage are emphasized, prospects and mechanisms of social sphere development in Russia in up-to-date social and economic conditions from the point of strategy of sustainable development of urban environment are considered. Activities of public administration bodies on reforming of social sphere as Russian economics sector has been carried out during more than 16 years. Conditions and development of the social sphere directly affects the development of urban environment, determining its stability. Commencement of this process was the adoption of several legal acts. So, in particular, the entry into force of the Federal law No.7-FZ dated 12.01.1996 В«On non-commercial organizationsВ». Since 1996 more than 50 amendments were introduced into this law. In fact, a new mission of this law has appeared: extended types of activities, added social services for citizens, there are direct instructions to the bodies of public and municipal management on the need to provide budget funding to non-state organizations engaged in provision of social services. Thus, the subject of the research was due on the one hand, society's demands for comprehensive information about changes in the social sphere, and on the other hand, the practical necessity to study implementation of current legislation requirements to reforming of Russian economic sector. The budget sector obtains a new vector of development resulting from its systematic reforming as a sector of Russian economics beginning from 2000.
