DISCOURSE ON CULTURAL LITERACY IN LATVIA: CRITICAL OVERVIEW

Abstract

The paper is aimed at critically approaching key theoretical contributions, research insights, academic commentary and debates in Latvia in relation to cultural literacy, cultural identities and cultural interactions in the context of cultural policies of Latvia. The article analyses the studies on the importance of cultural literacy for the transmission of the traditional cultural heritage and discusses the issue of peopleВ’s national and cultural identity, national self-respect, and sense of belonging to the Latvian community. The issue of cultural literacy in theoretical discussions by Latvian scholars has initially been rather policy oriented and included the broad historical context and the most important periods of the development of the country. Based on the main cultural policy objectives, the issues of preservation and development of cultural capital involving community members in cultural processes, a creative life-long learning and cultural literacy oriented towards labour employment, cultural and creative industries with high export potential are being discussed. The conducted research allows concluding that the notion of cultural literacy in Latvia is a rather recent phenomenon, nevertheless, cultural education has existed and played a crucial role in Latvia since the establishment of LatviaВ’s independence in 1918. The academic literature interprets the significance of culture and cultural literacy as an important guarantee for the existence of statehood and development, which not only encourages the development of citizensВ’ (especially the youthВ’s) sense of belonging to this state and offers opportunities for a creative expression, but also develops their national and cultural identity. The methods used to implement the current study include cultural historical analysis, critical content analysis, structural analysis, semiotic analysis.
