INFORMATION DEPENDENCE OF THE STATES OF SUB-SAHARAN AS AN OBSTACLE ON THE WAY TO THE SUSTAINABLE GROWTH
Abstract
The paper devotes to the problem of the development of information technologies in the States of Sub-Saharan Africa. Western companies use the lack of financial and technical resources as an effective instrument to force African countries to start the liberalization of their ICT sector and to choose the Western pattern of the development. That's why the author argues that the national government should elaborate the legislative rules in order not only to regulate the activities of private companies but to put under control the process of the liberalization of the ICT sector itself.
