PARTICULAR FEATURES OF INNOVATIVE MANAGEMENT IN OIL AND GAS COMPLEX OF RUSSIA
Abstract
Now enterprises of fuel and energy complex (FEC) essentially depend on import technologies and equipment. The Power strategy of Russia is aimed at the period till 2030 on creation steady national innovative system in branches of FEC. The innovative activity of the enterprises of the complex is rather low, that have following consequences: slowing down of fixed capital reproduction rates, decrease of turn-over and return of investments level in oil production industry, decrease of motivation for managers and employees of the companies for realization of innovative projects. The reorientation of the control system of companies and branches of FEC to innovation way of development requires complex economic and legal perfection of innovation management. The innovation policy of the OGC companies includes: the analysis of the current situation in the basic directions of industrial activity; forecast and analytic works within the given perspective; the key problems and tasks of innovative development of the company in the basic fields of production; the priority innovative projects focused on the decision of key problems of scientific and technical development; estimation of potential or actual economic efficiency of new technologies. The reorientation of management system of OGC companies to innovative way of development requires complex economic and legal improvement of innovative management. The necessity of creation and improvement of control system for innovative activity and its transition to intensive way of development require highly educated experts, who should study new technologies and engineering, methods of innovative processes management, methods of forecasting, planning and analysis. In Russia there is some experience of successful conducting of innovative business by large enterprises of oil and gas industry. A bright example of the innovative company is OJSC В«RITEKВ». This company creates and develops new highly effective technologies, modernizes existing production facilities, optimizes technological processes ensuring increase of available oil and gas resources and production of petroleum. The important feature is that the control system for innovative activity В«RITEK-innovationВ» is created in the structure of OJSC В«RITEKВ» and there is a division engaged in scientific and technical development. Within the framework of the innovative policy concept of the company it forms the strategy and carries out the operative management of innovative activity.
