SUSTAINABLE MANAGEMENT OF URBAN WASTEWATER IN THE RUSSIAN CITY
Abstract
At present, the management of wastewater in the cities of Russian Federation has many problems. In this paper, we have analyzed the water supply and wastewater treatment systems in one of the cities of the Russian Federation (Zlatoust, Chelyabinsk region). It was found that wastewater treatment facilities are obsolete. There is a significant excess of actual wastewater volume over the capacity of existing urban treatment facilities, low cleaning effect, open discharges of untreated domestic and industrial wastewater into the river, reception in a single sewage system of storm. We have proposed variant of modernization urban WTP, which is taking into account modern technologies and requirements. As a result, the productivity of treatment facilities will be increased. Modern technology of deep nitrogen and phosphorus removal from wastewater will be used. As well as, we have suggested the technology of sludge treatment with the production of biogas and fertilizers. We examined the possibility of implementing four models of public-private partnership (PPP) for the construction of modern WTP. The most optimal PPP is the BOLT (Build-Own-Lease-Transfer) with the participation of the business enterprises specially created by municipalities.
