Abstract

The article focuses on the issues of formation of the competitive environment in public procurement. The basic principles of public procurement bodies, the need for an effective policy of public spending and competition between suppliers of goods and services. The basic reasons for competition are two fundamental principles of a market economy: freedom of choice for the consumer (which product to purchase) and freedom of choice for the manufacturer (which product to produce).The effectively built up mechanism of the contract system in Russia is of great importance in the formation of budgetary policy and the achievement of the most rational expenditure of public funds. World practice has proved the possibility of creating a competitive environment for public procurement, which realizes a number of advantages of free trade and improving the quality of goods and services provided to consumers. Reveals the positive and negative manifestations of competition in public procurement, the impact of competitive environment in the region's economic development. Thus, the relevance of the material presented is due to the directions of improving the provision of goods system and government services.
