BEST PRACTICES IN THE PARTICIPATORY DESIGN AND BUDGETING DEVELOPMENT IN ST.PETERSBURG
Abstract
Review of the projects experience and best practices in the development of participatory design and budgeting in St. Petersburg from 2016 up to 2019, which makes it possible to directly participate in the allocation of the city budget and improve the quality of life in the city. It analyzes various practices to involve citizens in budgeting through their participation in proposing and selecting the initiatives to be financed from the budgetary funds, and the subsequent monitoring of the project implementation. This analysis is relevant due to the fact that many cities in the world are trying to find the best forms of involving citizens in the city governance. And each new experience gives us a new challenge of the citizenВ’s participation in urban design and developing, enhancing their financial literacy and improving directly the communication between the city administration and citizens. The main objectives of such projects are: to increase transparency of St. Petersburg budget and civic involvement by an effective, meaningful and measurable participatory budgeting process, to increase the efficiency of budgetary costs, which together leads to an improvement in the quality of life in St. Petersburg, the achievement of public consent and to improve the new ideas to urban environment developing. In St. Petersburg, Russia, most cases of participatory budgeting have been small scale city budget allocations. Even on a smaller scale, they have been financed with improving the self-confidence of different ageВ’s individuals and organizations, improving intergenerational understanding, encouraging greater local involvement through increased volunteering and the formation of new groups, increasing confidence in local service providers, and increasing control for residents over the allocation of resources.
