GENERAL REFLECTIONS ON THE LEGAL PROTECTION OF WATERS IN ROMANIA
Abstract
In Romania, at this moment, the framework for the analysis on water protection is specifically debated, under the effervescent pressure of pollution caused by some natural phenomena, from the sources in industry, transport, agriculture, as well as the existence of certain forms of cross-border pollution that significantly disturbs the quality of the waters by forming and depositing new sediments harmful to the environment. In order to prevent and combat water pollution, Romania, as a member of the European Union, has harmonized over time, the national provisions with the European regulations, so that the Romanian legislation at the moment contains a series of objectives and tools, although related to the particularities. and the concrete truths of environmental protection, however, as they can be seen, fail to come up with concrete and relevant solutions in this regard. That is why the European Union through the specialized directions encourages the Member States to promote and initiate partnerships in the form of research projects, in order to work together and solve the problems of preventing and combating water pollution. Over time, Romania, as a member state of the European Union, participated as a partner in a series of research projects that had and have as a fundamental objective the prevention and combating of water pollution. One of the European research projects to which Romania is a part, through the Geological Institute of Romania and aims at preventing and combating water pollution is also the European project: Information system, monitoring and evaluation of sediment quality to support transnational cooperation for common water management in the Danube basin (acronym: SIMONA). The SIMONA partnership has 17 full partners (11 ERDF, 4 IPA and 2 ENI) and 12 associated partners (ASPs), which is a balanced and strong representation of almost the entire Danube River Basin. The project aims to develop a platform that will include information, monitoring and evaluation for sediments, in order to support transnational cooperation for joint water management collaboration in the Danube Region Basin.
