IDENTIFICATION OF SUCCESS AND FAILURE FACTORS OF INFRASTRUCTURE PROJECTS IMPLEMENTED BY POLISH LOCAL GOVERNMENT UNITS

Abstract

Many public projects in Poland end up with failure, i. e. with exceeded budget or duration. Therefore there is a need to determine the causes of problems in this type of projects. The first stage of analysing public projects problems is identifying the success and failure factors. In this article we focus on the mentioned factors in the case of infrastructure projects implemented by Polish local government units. In the first place the types of infrastructure projects implemented by Polish local government units are identified. Secondly the identification of stakeholders in such projects is conducted. What is more, based on a quantitative research (questionnaire sent by e-mail to the selected local government units in Poland) and a qualitative research (interviews with employees of local government units in Poland and analysis of case studies), a list of success and failure factors in such projects is prepared. Finally, based on this knowledge, we state a question if it is possible to map the identified set of success and failure factors into management procedures, helping employees in Polish local government units to improve their applied management skills resulting in increasing the probability of success of their projects.
