RESPONSIBILITY TO PROTECT: 10 YEARS ON
Abstract
In October, the Responsibility to Protect will be celebrating 10-year anniversary. This doctrine was developed from a report reflecting the incapability of international community to prevent and effectively react on terrible events of the 90s, such as Rwanda or Srebrenica. However, even after the 10 years of its official existence within the UN institutional system, the operationalisation of the doctrine falls short on several fronts. Why are states reluctant to rely on Responsibility to Protect? What prevents it to become fully exercised norm in international relations? The aim of the paper is to analyse pros and cons of the Responsibility to Protect and provide reasons with may constitute rather obstacle than promotion.
