ETATIST MODEL OF POLITICAL MODERNIZATION OF RUSSIA OR DEBATABLE VECTORS BETWEEN THE EUROPEANS AND THE RUSSIANS ABOUT THE PRINCIPLES OF DEMOCRATIZATIO
Abstract
Collapse of the USSR and the world socialist system, that happened more than twenty years ago actualized processes of implementation of national models of political modernization related to democratization and liberalization of society and state. Russia implements etatist model of political modernization, involving, on the one hand, the structural and functional modernization of the Russian state as a political institute, and on the other - the production of specific mechanisms of interaction between government and civil society, search of agreement between diverse interests, combination of many directions, that is the true meaning of democracy. Affirmation of the incompatibility of democratic institutions with the Russian political tradition is theoretically contradictory and almost dangerous as it prevents from creating them or makes it easier to eliminate them because of "otherness" in comparison to European liberal samples. The use of modernization paradigm and concepts of globalization and the use of data of empirical studies conducted by the author and his colleagues (expert interviews, content analysis of documents) allows to prove the author's vision of technologies of reaching agreement, the optimal combination of national interests, national and state security and requirements of the existing system of global relations in the process of implementation of various national models of political transformations.
