WHEN HUMAN RIGHTS ARE AT STAKE: THE EU MISSIONS AND RESPONSIBILITY TO PROTECT
Abstract
The European Union is perceived as a great promoter of human rights not only within its borders, but also in its external action. Have they, however, been integrated into the structures of CDSP yet? The paper will focus on the development of the ECDP which will be demonstrated on the EU missions in crisis situations defined as threats to international peace and security by the UN Security Council. On this terms, the EU is a solid partner to the UN, however, the pattern on the mission choice is rather based on realistic principles that on the human rights principle. Subsequently the Responsibility to Protect will be analysed with special interest to point out the crack of its relationship with the EU. The R2P can be considered as a possible supportive factor for a mission driven by humanitarian reasons rather than self-interest of individual member states or the Union itself, although might be adjusted.
