PUBLIC ADMINISTRATION IN FUNCTION OF PROTECTION OF CITIZEN'S RIGHTS

Abstract

Modern public administration in the implementation of public administration intends to serve citizens' and this is a starting point of any administrative reform, even from the experience of the European countries. Public administration in Republic of Macedonia is mainly understood as centralized administration and disconnected in relation with citizens and the requirements for modern administration and service. The state is the largest employer within the society and in this context the public administration is a target of new employments and its politicization. Open and transparent work of public institutions is a necessary precondition of legal and democratic functioning of institutions and in this direction providing free access of citizens for receiving information with public character to fulfill legal and constitutional obligations for the functioning of a democratic state but above all legal safety and democratic society for all the citizens. To be recognized as a democratic society and that all citizens are treated equally before the law and administrative bodies, we must avoid racial, ethnic barriers, linguistic, religious, gender or any other kind of differences that exist between people. Governments are faced with increasing demand for better quality of public services despite lower financial resources. That is why the government of Republic of Macedonia should work together with citizens and interested parties for finding a better solution and becoming more efficient in facing complex challenges. The contents of this paper will have theoretical and practical values which will review the functioning of public administration in the Republic of Macedonia-conformity with European rules. This paper belongs to the field of public administration, so research methodology consists of using general and specific methods, so that along with the comparative method public administration will be research more successfully.
