STRATEGIC ANALYSIS OF THE ROMANIAN LONG LIFE LEARNING SYSTEM IN TOURISM
Abstract
The paper presents a strategic analysis of the Romania system of Long Life Learning education in tourism, in comparison with the European countries systems. The main objective is to identify the main characteristics of the system, in order to improve the national touristic services at the competitive level of the main actors from this region, our main competitors from the European countries and Northern Africa. For the strategic analysis we used the main well-known classical models: STEEP and Porter 5F for the external environment, Value Chain and Functional Competences for the internal environment, SWOT analysis as a basement for the strategic proposals. The analysis are made from the management point of view, involved on the process of educational LLL market building and transforming, as a competitive one at the beginning (1999 – 2007) and a very high regulated market – after 2007, till present days by the rules of the European Social Found. The data were collected from the official statistics and from our personal researches and are relevant for the Romanian educational LLL system for tourism, focused on the qualification from the health and rural tourism and, also, some of them, for the food industry. All the conclusions are results of 16 years of experience as managers in LLL in tourism (School for Management in Tourism – SFMT - a private school acting at the national level, the market leader) and for the last 5 years, as manager and expert in POSDRU (European Social Fund for Romania) main projects in tourism – health tourism (national priority in implementation for two years 2011 and 2012), rural tourism, and food industry.
