FORMS OF FINANCIAL SUPPORT FOR SMALL AND MEDIUM-SIZED BUSINESSES
Abstract
In countries with developed market economies, forms of financial support for small and medium-sized businesses have been developing for decades and represent a large set of programs that include activities to assist small and medium-sized businesses throughout their life. Currently, there is a need for in-depth study of the financial support system for small and medium-sized businesses, methods of supporting small and medium-sized businesses, and evaluating the effectiveness of financial events held by the state. The relevance of this article is due to the need to strengthen the stimulating impact of the state on the efficiency of small and medium-sized enterprises in the Russian Federation by increasing the use of forms and methods of financial support. The article presents the most common forms of financial support for small and medium-sized businesses, describes the main features of each of them, analyzed the merits and demerits of forms of financial support for small and medium-sized businesses. The effectiveness of existing forms of financial support for small and medium-sized businesses was examined at the stages of the foundation, growth and expansion of small and medium-sized businesses. Studies of the financial condition of small and medium-sized businesses show that the financial support system is still at a low level. Therefore, it is necessary to identify and eliminate the reasons that block the implementation of financial programs to support small and medium-sized enterprises, to develop and implement their quality changes with the maximum use of the most effective forms and mechanisms of financial support. Increasing the effectiveness of the system of state financial support for small and medium-sized businesses should be viewed as an actual direction of economic reforms in Russia.
