EVALUATION OF THE ECOLOGICAL ACTIVITY OF THE REGIONS IN RUSSIA

Abstract

This article introduces the analysis of the current situation of the state ecological policy implementation on the regional level in Russia. The main goal of the research is the evaluation of the socio-economic conditions of the ecological activity in the subjects of the Volga Federal District. Natural-socio-productive systems are taken as the object of the research. Statistical and index methods are used in the research as well as methodology of assessing the ecological policy by A.A. Kostylev which is based on the ecologic and economic indexes which rate the environmental capacity in the regional economics. On the meso level the environmental capacity is determined as the outlay of the natural resources per unit of the gross regional product. A particular indicator of the environmental capacity is the power-intensity of the regional economics. The analysis done demonstrates significant differences in the effectiveness of functioning of the natural-socio-productive systems in the regions of the Volga Federal District. These differences indicate the significant disproportions in the development of the subjects and require urgent actions for their balanced development.
