HUMAN RESOURCES MANAGEMENT IN PUBLIC ADMINISTRATION

Abstract

Every citizen in the country uses the services provided by the public administration in daily contact. At present, we can see increasing demands on public administration employees, as well as changing citizens' understanding of the client and the consumer, as it is in the private sector. Here, however, it is important to point out that the citizen is more like an unwanted client, hitting a high level of bureaucracy and also the unwillingness of officials to act. The first impression and contact with professional officials make the overall picture of the entire public administration institution in the eyes of citizens. Among the most significant problems in the current management of human resources in the public administration is the very frequent change of leading staff, which contributes to the fact that public institutions do not create a positive image in the eyes of the public. It is therefore necessary to raise the issue of how the human resources system operates in public administration, whether there are similarities with the private sector and whether certain elements of the private sector can also be applied to public administration. In this context, therefore, in the present paper, we focus mainly on the issue of the application of human resources in public administration based on the conditions established in the Slovak Republic. Methodologically, we approach the subject mainly through a constructive and critical analysis of the current state.
