Abstract

The advance in information and communication technologies as well as globalisation processes create prerequisites for a transition to knowledge economy in which human resources as knowledge carriers and an element of intellectual capital function as an engine of economic development. The aim of this article is to study the changes in the human resources in the economic sector of commerce of the Republic of Bulgaria in the situation of a transition to knowledge economy for the period 2008-2016. When examining the complex nature of the development of human resources it is necessary to use the interdisciplinary approach. To achieve this goal, two approaches are used for the evaluation of the impact of the changes caused by the introduction of knowledge economy on human resources. The first approach for examination of human resources development is related to the resource-based view of a company as well as to the theory of human capital. The second approach is based on the accounting presentation of human capital and the attempts to evaluate it. From a theoretical and methodological point of view, the results from the study are related to: first, the opportunities the two approaches give when evaluating the impact of the introduction of knowledge economy on the human resources in commerce; second, the problems caused by the insufficient information provision and its appropriate use. The empirical research that was carried out made it possible to receive a multi-faceted evaluation of the impact of the changes in the development of the human resources in the economic sector of economy for the period 2008-2016.
