FEATURES OF INTERACTION OF BUSINESS AND GOVERNMENT: NEW PROSPECTS OR OLD PROBLEMS

Abstract

Lobbying is a common phenomenon in absolutely any legal and political system. The Soviet system was not an exception. Lobbying in the Soviet Union had its own specific traits associated with the peculiarities of the political system and, consequently, with the special aspects of the political decision-making process. Besides, lobbying was not legally established in the Soviet Union. The article is focused on lobbying role in the business/government interaction. The author analyzes the history of lobbying development from the Soviet Union period till present time, specifics of training of highly-qualified GR-personnel in Russia and peculiar features of Russian legal law adoption, dedicated to lobbying activities. Concerning the aspect of creation of a lobbying law, it is possible to conclude the following: although many countries possess legislative experience regarding this matter, but the fact remains that the universal lobbying law exists only in the United States. In developed countries, the civil society institutions are highly developed, which compensates the absence of such law. Within the framework of the research the old problems and new prospects of lobbying institutionalization process in the Russian Federation are discussed.
