IMPORTANCE OF DAY SURGERY CLINICS SPECIALIZATION TO THE FINANCING ON HEALTH CARE

Abstract

Slovak health care represents one of the most problematic sectors. To this time, more respectively less complex large-scale reform didn?t make any significant positive changes, which brings for public policy makers a major challenge. In recent years, in Slovakia some health system settings became negative, which shifted the equilibrium of relationships in the system and significantly changed the motivation of actors. It also deepened the inefficiencies of healthcare using of resources. In the foreground of urgent problems is the unresolved question of ensuring health policy objectives, the availability and quality of health care and the financial sustainability of the system. Slovak hospitals debt is disproportionately increasing and international comparisons of Slovakia health care outcome is progressively moving away from developed countries. One form of how to increase the efficiency of the health system is to support the development of day surgery, which is in Slovakia for 15 years of its existence and is still stagnating and reached a level of only 7%. In the rational funded health care systems, it is clear that the day health care is much cheaper and the savings are used to finance the most demanding surgery concentrated in highly intensive inpatient centers, which are bringing together professional teams and technology. Aim of this article is to analyze the structure of the day surgery procedures for patients over 18 years of age on the basis of the database provided by the National Health Information Centre of the Slovak Republic. Method of residue analysis was used for the data from 2011 – 2012. Based on the results of the analysis have been proposed options for setting the optimal strategy for specialized day surgery clinics, which would support its development and respect the established regional discrepancies.
