Organization of collective solutions to social and environmental problems of the urban environment requires the active use of technology for the purpose of crowdsourcing. The latter in turn is possible with certain active life position of citizens. The study showed low desires residents to participate in solving social and environmental problems that narrows the social base of the introduction of social and environmental technologies and crowdsourcing requires organization PR activation procedure populations.
